HART Board Elects Councilman Schisler Chair

At its January 5 meeting, the Hillsborough Transit Authority (HART) Board elected Councilman Gil Schisler as Chair, Director Gary Hartfield as Vice Chair, and Commissioner Gwen Myers as Secretary of the HART Board of Directors for 2026.

“I’m grateful to my fellow Board members for the trust they’ve placed in me to serve as Chair,” said HART Chair Gil Schisler. “Public transportation plays a critical role in strengthening our community, and I look forward to working together to push HART forward, advocate for increased investment, and ensure we’re delivering the reliable service our residents deserve.”

HART Board Service History:

  • Councilman Schisler has been a HART Board member since December 2018
  • Director Gary Hartfield was appointed to the Board in October 2023.
  • Commissioner Gwen Myers was appointed in November 2020.

 

The HART Board is responsible for setting policy and making decisions for the Authority on matters ranging from system operations and service planning to fare structure, finance, and customer service. It is comprised of 14 volunteers who are appointed to represent Hillsborough County (seven seats), the City of Tampa (four seats), the State of Florida (two seats), and the City of Temple Terrace (one seat).


Officers of the HART Board (chair, vice-chair, and secretary) are elected annually.

HART Board Appoints Scott Drainville as Permanent CEO

The HART Board of Directors appointed Scott Drainville as the Authority's new Chief Executive Officer at the November 6, 2023, Board Meeting.

Mr. Drainville has been serving as the HART Interim CEO since April 2023.

  

The decision to promote Mr. Drainville was announced after a vote by the HART Board of Directors to approve his contract as permanent CEO.

            

HART hired Mr. Drainville in 2018 as Deputy Chief of Maintenance, overseeing the Authority's core business in maintenance, facilities, inventory control and the communications/electronics divisions and responsible for directing the overall funding, environmental, design, permitting, construction, and project close-out of capital construction projects. He would go on to serve as Chief of Maintenance and Transportation.

 

“Scott Drainville is a partner with our Board in bringing more transparency to HART, said HART Chair Councilman Luis Viera. "I and our Board of Republicans and Democrats enthusiastically gave Mr. Drainville a unanimous approval for a reason - because he is the right person with the right values and for the right time for HART.”

 

"I appreciate the confidence the Board of Directors has placed in my ability to lead HART," said HART CEO Scott Drainville. "My focus is on bringing stability to the organization and continuing to maximize our resources to deliver the best possible transportation service for Hillsborough County."

      

Mr. Drainville is a native of East Providence, Rhode Island who brings more than thirty years of public transportation and fleet maintenance experience to the organization. He started his career as a diesel technician in the late '80s.


Before coming to HART, Mr. Drainville served as the Director of Transportation and Maintenance for CitiBus located in Lubbock, Texas. He has also held transit leadership positions at the D.C. Circulator in Washington D.C. and served as a Mechanical Foreman with the Rhode Island Public Transit Authority for more than eighteen years.

HART Needs Input on Proposed Program of Projects for FY2023

HART receives federal funding annually through the Federal Transit Administration (FTA) which is used for operating expenses and capital projects. HART staff has developed a proposed FY 2023 Program of Projects (POP) to utilize this funding. 


A Public Hearing is scheduled for June 1, 2023, from 11:30 AM - 1:00 PM; 5:30 PM - 7:00 PM at the Marion Transit Center (1211 N Marion St, Tampa, FL 33602) to give individuals and/or groups the opportunity to present their views and comments regarding HART’s proposed application for Federal Transit Administration (FTA) Urbanized Area formula funds.

The public may also provide comment via:

HART Customers can now use the Moovit App to Pay Their Fare!


 
HART customers now have another option to plan their trip and pay their fare with the Moovit app!

The City of Tampa has partnered with Moovit and HART to allow you to pay your HART fare via the app and plan your multimodal trip by foot, bus, streetcar, scooter, & more.

HART customers can purchase select fares (including HARTPlus) on the app, which is available via the Apple and Google Play stores.

The Moovit app also features real-time information for HART, PSTA, and Pasco County, as well as the locations of 28 parking lots, including 10 HART park-and-ride and 18 park mobile lots. With all mobility options included and real-time arrival information, you can now plan multimodal trips to more easily get around.

HART is proposing service changes throughout the network in March 2023 and is gathering feedback on the plan. HART is proposing the changes to align demand and improve efficiency while operating within our current funding framework.

HART CEO Adelee Marie Le Grand Named To Tampa Bay’s Power 100 List

The Tampa Bay Business Journal has named HART CEO Adelee Marie Le Grand, AICP, as one of Tampa Bay’s most influential business leaders.

On January 26, the publication released its annual Power 100 ranking, recognizing Le Grand amongst a host of other prominent local business leaders, including the owners of the Tampa Bay Buccaneers, Tampa Bay Lightning and the Tampa Bay Rays, as well as the CEOs of Publix, AdventHealth West Florida and Tampa International Airport.

The Power 100 list recognizes individuals for their leadership qualities, and how their work helps to shape the success of the regional business community. Le Grand’s inclusion on this list in her first year at the helm of HART demonstrates how she has been strategic in building relationships with business and civic leaders whose support of public transit is key to expanding customer-focused mobility options in Hillsborough County.

Le Grand’s key message: Transit not only connects people to key resources and employees to jobs but also spurs economic growth in the region.

Since her arrival at HART in January 2021, Le Grand has been laser-focused on creating a new vision for the organization by establishing trust and transparency, cultivating a culture of operational excellence and building meaningful strategic partnerships.

HART SMART AV Service Launches Near the Tampa Riverwalk!

HART has launched a new route for HART SMART AV, Tampa Bay's first, fully electric autonomous vehicle.

The free shuttle, operated by HART and BEEP Inc., an Orlando-based autonomous solutions provider, will now operate along the Tampa Riverwalk, following a looping route on City of Tampa streets, originating at Armature Works in Tampa Heights, running southbound near the Tampa Riverwalk, to the Barrymore Hotel and the David A. Straz Center for the Performing Arts.

HART SMART AV will serve riders at three stops: Armature Works, Water Works Park and the Straz Center operating Monday – Sunday 9 am to 10 pm. The new pilot service consists of 2 NAVYA autonomous shuttles and will operate until January 1, 2022.

The shuttle can travel up to 15 mph in autonomous mode while along the route and has varying speeds based on the environment such as crosswalks, approaching stop signs or navigating intersections. 

The driverless shuttle is 100% electric and costs less than $30 per month to charge. HART SMART AV operates without a steering wheel and uses a pre-programmed, fixed route with a combination of localization techniques, involving state-of-the-art sensor technology. The shuttle uses eight sensors on the outside of the vehicle providing a 360-degree view of the environment. An on-board shuttle attendant serves as an ambassador for the riders to learn more about the technology and oversee the high-quality passenger experience. 

"HART is proud to be the regional leader in a new era of transportation innovation in Tampa Bay," said Adelee Le Grand, HART Chief Executive Officer. "We are looking at HART SMART AV to provide valuable data and insight to assist decision-making in the delivery of transit service in the future."

The first HART SMART AV first pilot route along the Marion Transitway allowed the agency and Florida Department of Transportation (FDOT) to collect baseline data for the technology which operated alongside HART fixed-route buses, over a railroad crossing, and through traffic lights. The additional route allows local and state agencies to test the technology in a different environment which includes movement alongside the public and connecting activity centers on City of Tampa streets.  

HART SMART AV is funded by the Florida Department of Transportation and is operated in partnership between BEEP, Inc. and HART.

Hop on HART and the TECO Line Streetcar to Boom by the Bay!


HART is joining in on the Boom by the Bay festivities with a FREE shuttle service from the Marion Transit Center to the event!

Boom by the Bay will feature fireworks, live music, and more in six different locations along downtown Tampa's waterfront:
  • Armature Works - Routes 1, 5, 6
  • Bayshore Blvd. - Route 14
  • Curtis Hixon Park - TECO Line Streetcar, Routes 1, 7, 8, 9, 10, 19, 30, 360LX
  • Julian B. Lane Riverfront Park - Routes 7, 10
  • Sparkman Wharf - TECO Line Streetcar, Route 9
  • Tampa Convention Center - TECO Line Streetcar, Route 19

Event-goers will be able to pick up the free shuttles from the HART Marion Transit Center (MTC) in downtown. The event shuttles will operate every 15 minutes from 3 PM - 11 PM.

HART and the City of Tampa are encouraging event-goers to hop on the fare-free TECO Line Streetcar or one of the FREE HART shuttles at MTC. Thirteen HART routes will also serve MTC on Independence Day.

Please note: HART will be operating on a Sunday service level, which means a number of routes operating to/from MTC will cease operating around 10 PM. Check www.goHART.org for specific route information.

HART COVID 19 UPDATE


UPDATE: 7.8.2020:

Four additional bus operators and a van operator have tested positive for the coronavirus (COVID-19). This brings the total number of cases of HART employees testing positive for the coronavirus to 22 – including 11 bus operators, 2 van operators, 1 streetcar motorperson, and 8 other employees.

UPDATE: 7.6.2020: 

One Streetcar Motorperson has tested positive for the Coronavirus. The Streetcar motorperson last worked June 16-17. 
This brings the total number of cases of HART employees testing positive for the coronavirus to 15 – including 5 bus operators, 1 van operator, 1 streetcar motorperson, and 8 other employees.

UPDATE: 7.2.2020:

All HART employees are now being tested for COVID-19. Currently, 12 HART employees have tested positive since March 2020.

UPDATE: 6.19.2020:

By City of Tampa Executive Order 2020-27, HART customers are now REQUIRED to wear face coverings on public transit vehicles and inside HART facilities. 

Two additional employees have tested positive for the coronavirus. This brings the total number of cases at HART to seven. Both employees are not bus operators or in public-facing roles.

A fifth HART employee has tested positive for the coronavirus.

The TECO Line Streetcar is now operating until 11 PM, seven days a week. This is the first step in our transition back to regular service.

4.20.2020:
In an effort to maintain service reliability during the COVID-19 pandemic, HART is announcing an additional reduction of transit service beginning Wednesday, April 22, 2020.

HART has announced a reduction of bus, van, and streetcar service levels, beginning April 1, 2020. These service changes reflect closures along routes, reduced demand for service, and in support of Hillsborough County's 'Safer-at-Home' order.

Beginning on Monday, March 23, 2020, HART service will be FREE to youth 18 and under with valid School or HART Youth ID until regular classes resume. The Hillsborough County School District has designated 23 'Grab-and-Go' locations for pickup of nutritious meals during school closures and virtual learning. 

Many of HART's fixed-bus routes provide service to designated "Grab-and-Go" locations across Hillsborough County. These locations will serve as pick-up sites for breakfast and lunch which are packed and distributed. 

3.19.2020: 

Service hours on the TECO Line Streetcar System are being reduced beginning March 20, 2020. The abbreviated service hours reflect the recent shutdown of bars and other entertainment activities, and the limiting of restaurant hours due to COVID-19. These hours will be in effect indefinitely.

New temporary streetcar service hours:
  • Monday – Thursday: 7:00 a.m. – 9:00 p.m.
  •  Friday: 7:00 a.m. – 9:00 p.m.
  • Saturday – Sunday: 8:30 a.m. – 9:00 p.m.
Public transportation is a vital resource for many needing to stock up on supplies, get to work, or to the doctor.

3.17.2020: 


The health and safety of our customers and employees is our highest priority. We are writing to update you on the many precautions we are taking in response to the coronavirus, or COVID-19.
HART continues to follow guidelines from the Hillsborough County Emergency Operations Center (EOC) and Hillsborough County Health Department to try and slow the spread of COVID-19.

HART and TECO Line Streetcar service levels remain normal at this time. However, HART continues to monitor the situation. We understand public transportation is a vital resource for many needing to stock up on supplies, get to work, or to the doctor.
All common areas are being disinfected

HART has increased the frequency in our cleaning/disinfecting regime, which includes the following:
  • HART Vehicles: entryways, fare boxes, steering wheels, seats, safety barriers, and handrails
  • HART Facilities: door knobs, sinks, faucets, hand rails and other common areas

Please remember to continue to take the following personal precautions:
  • Wash hands often with soap and water for at least 20 seconds. If soap and water are not available, use an alcohol-based hand sanitizer.
  • Avoid touching your eyes, nose and mouth with unwashed hands
  • Cover your cough or sneeze with a tissue, then immediately throw it in the trash. If you don’t have a tissue, cough or sneeze into your elbow to avoid contaminating your hands.

Please practice social distancing. We ask that if you are ill, please stay home, or look at other options such as telecommuting. If you are on board, please be mindful of other customers.

I Ride with HART: Erma Jackson

HART carries thousands of passengers every week around Hillsborough County, and within all of those rides are countless stories to tell. Every month, HART will share our customers' accounts and what makes HART a significant part of our community.

"We want to thank everyone like Ms. Jackson, who took the time to share with us how important the transit system is to their daily lives," said HART Interim CEO Jeff Seward.

"These stories illustrate what an important role public transportation plays in taking people to work, school, medical appointments, grocery shopping, and so much more."

For Ms. Erma Jackson, a HART bus keeps her connected to everything that is going on around her.

The bus stop near her ENCORE! Apartment building helps Ms. Jackson enjoy an active lifestyle. She depends on HART to take her to church, the grocery store, medical appointments, favorite restaurants and to see family and friends. Look for her on routes 1, 5, 9 12, 30 and MetroRapid. HART is her lifeline to the outside world.

"My gosh, I go everywhere. I take the bus to all of my appointments and shopping and anywhere I want to go," said Ms. Jackson. "It's been enjoyable. I meet lots of people, and I know a lot of the HART Bus drivers."

For more than 38 years, rain or shine, Ms. Jackson has relied on HART to take her all over the Tampa Bay area. Today, at the sweet age of 72 years young, Ms. Jackson encourages her friends and quite honestly everyone she meets to take a ride on a HART bus. Anyone that knows her Lately, she's been riding the bus for hours with a friend who suffered a stroke. They hop on a HART bus enjoy the sights and then stop somewhere to eat. Riding on the bus and meeting people has helped her friend in his recovery, she said.

Ms. Jackson also rides HART because it is the best financial choice for getting everywhere she needs to go. She truly appreciates the senior discount, since she lives on a modest income.

When the OneBusAway Tampa application was released, Ms. Jackson was thrilled. She had just gotten a smartphone and had attended a OneBusAway outreach event where HART staff was educating customers about the new application. She admits at first, it was hard to understand, but now it has become her trusted tool.

The OneBusAway app has been the perfect addition to her transit journey. She says for her, the best thing about the app is that it gives her a sense of comfort. She knows when the bus will be arriving, and it has always been accurate for her.

Ms. Jackson enjoys the community feel to public transit. "You see different people every day, a different group of people every day," along with familiar faces she has come to know on a first-name basis. "Public transportation gets you out of your bubble."

She is grateful to have reliable transportation. Transit gives her independence and that is why she rides with HART.

With the New Year fast approaching, many are looking at doing things differently in 2018. Nationwide, individuals are looking to eat better, reduce stress and save money. Make the most of this goodwill by trying transit in the New Year and get on track to accomplishing all 3 resolutions!

The Top Reasons to Try Transit in 2018

Getting out of the comfort zone of your car may seem daunting and scary, so why not make it a 2018 must-do by adding it to the resolution list? Plus, here are some (good) reasons to try transit in 2018:

1. Save, save, save. A second car in Tampa Bay costs a family on average about $700/month, according to the American Public Transportation Association (APTA). A HART monthly bus pass is $65. That’s $635 in monthly savings! Use APTA’s transit calculator to find out what it costs to drive a personal vehicle versus trying transit.

2. Go green. This is the generation that’s doing it differently! Many residents have made daily changes as part of their personal going green initiative: energy-efficient light bulbs, reusable grocery bags, and low-flow shower heads. Next stop on going green: Ride HART.

3. Reduce stress. It’s no secret driving in gridlock traffic is stressful. Kick the car habit, and don’t “stress” about how to get home from work. 4. Reach fitness goals. Regular exercise is a common New Year’s resolution. Taking the bus is an easy way to get in the recommended minimum daily 30 minutes of physical activity, according to the 2005 American Journal of Preventive Medicine. Transit users are 3x more likely than non-transit users to meet that recommendation. Why use a treadmill at a smelly gym when you could be going places instead!

5. Everyone else is doing it. HART riders, who make up the more than 12 million in yearly bus trips, can’t be wrong! They are enjoying more safety, less stress and use technology like OneBusAway Tampa and the Google Trip Planner to help them plan their trips.

6. Bike and ride. Each HART bus accommodates two bikes. By combining buses and bikes, commuters can greatly expand their range of travel.

7. Ride and fly. Frequent air travelers can take advantage of new service to Tampa International Airport! Following the launch of Mission MAX, the newly created Route 60LX provides service between Westfield Brandon and Northwest Transfer Center (with stops in Downtown and the Airport). Route 60LX joins route(s) 30 and 32 with service to the Airport. Workers along this route need only to park at the office and hop aboard the nearest stop. Save considerable cash, compared to even the cheapest Uber/Lyft ride!

HART Announces Future Departure of HART CEO Katharine Eagan


HART CEO Katharine Eagan is leaving HART
HART Chief Executive Officer Katharine Eagan will depart the agency after nearly eight years of service, leaving behind a legacy of innovation and a strong foundation for future growth.  

"Katharine Eagan has done an outstanding job running Hillsborough County's transit agency," said HART Board Chair and County Commissioner Lesley "Les" Miller. "We are deeply grateful for her leadership and proud of the many strides we made as an agency during her time as HART CEO. Eagan helped lead a new era for HART which is
cutting edge, fiscally responsible, and customer focused. Efforts that have earned her the respect of many in the Tampa Bay community."

Eagan joined HART as its Chief of Service Development in 2009. During her tenure, from 2010 to 2015, ridership increased over 20% and farebox recovery increased over 25%. 

Since taking the helm as CEO, Eagan has worked with the HART Board of Directors to balance the Authority's budget, improve efficiencies, implement innovative transit solutions, and enhance the overall customer experience. HART has greatly expanded public-private partnerships with entities such as MegaBus, Red Coach, Coast Bike Share, Yellow Cab, and TransDev, and HART is continuing to pursue partnerships that provide travel options beyond traditional buses.
 

In November 2016, HART partnered with Innovation Place and various sponsors to add four Tesla X model vehicles into the HART HyperLINK program. Donations from these sponsors paid for the entire cost of placing these all-electric vehicles into service in the University Area.  
Recently, HART selected Stantec/Coast Autonomous team to provide Autonomous Mobility Services for the Marion Street Transitway. The Autonomous Shuttle coming to the Marion Street Transitway in early 2018 is funded by the Florida Department of Transportation (FDOT) and will be the first implementation in the United States of a driverless transit vehicle on open public streets.    

"The agency's future is bright, its leadership is strong and HART is devoted to delivering best-in-class transit services that connect many communities throughout Hillsborough County," said Eagan. "What HART has been able to achieve in the last three and a half years has been a collective effort reflective of the dedication of the entire HART team."

With a long history of accomplishments and accolades, Ms. Eagan was awarded the Florida Diversity Council's 2016 Powerful and Influential Women award and WTS 2016 Woman of the Year by Women in Transportation Seminar. She was a finalist for the Tampa Bay Business Journals' Businesswoman of the Year award in 2014 and 2016 and the winner in 2016 in the Economic Development category.

Eagan will be taking on a transit leadership role at Port Authority of Allegheny County in Pittsburgh, Pa.

The HART Board will select an interim CEO at the December 4th meeting.

Streetcar Morning Service to End March 24th

Streetcar morning service will cease March 25th, following the end of a six-month pilot exploring potential demand for "commuter" streetcar service. HART funded the six-month pilot that was scheduled for September 27-March 24.

Here is what we learned:
Daily AM Streetcar Ridership Per Hour During Pilot
  • Streetcar morning ridership averaged 428 riders weekly
  • Ridership during "rush hour" averaged roughly from 2.9 - 5.9 riders per hour
As you can see from the graph, early morning commuters didn't take to the service as we had hoped, but the service fared well beginning around 9 a.m. This could be related to Ybor City and Downtown Tampa's retail, restaurant, and hotel sectors. We will do a deeper dive into the data from the pilot.

For those now hooked on the car-free commute, the route 8 roughly parallels the TECO Line Streetcar System and may make a great option! Service to Downtown Tampa begins at 5:10 a.m. and operates every 30 minutes. A one-day pass is only $4.00. Visit www.goHART.org for more information.

A study is underway to look at modernizing and extending the Streetcar

The City of Tampa, the Florida Department of Transportation, and HART are looking at ways to make the TECO Line Streetcar System a viable commuting option in Ybor City, Downtown Tampa, and beyond. A feasibility study is currently underway to look at the possible extension and modernization of the TECO Line Streetcar System.

HART Launches New Website to Enhance Visitor Experience

This week, HART launched its completely revamped next generation website, goHART.org, revealing a complete makeover. The redesigned site features a new, streamlined look, intuitive navigation and functionality that will make it easier than ever for customers to access information. The layout was overhauled with user experience in mind - simple, organized and easy to use.

With a cleaner layout and better organization, the new goHART.org provides customers with more direct information that requires fewer clicks to access. The website introduces several new customer tools- from a Search Function to a Google Translation feature, along with a more modern visual 3-D style with movement on main pages. It also makes use of emerging technology to deliver new features, including HyperAlert, a rider notification system that allows members of the public to subscribe to alerts for transit routes and use of Google Maps to illustrate transit trips.

Beyond its new look, the goHART.org website also boasts several features to make it easier for customers to get the information they need:

  • Easier main navigation with a 'Burger Bar' drop down menu
  • Redesigned with a fresh look and simplified navigation to deliver vital information to customers quickly.
  • Trip planner placement on the Homepage
  • Search tool to locate specific information quickly
  • Introduction of a moving carousel (from left to right, or right to left). Top portion is press releases, second half is promotions, special events.
  • Greater outreach through social networking vehicles such as Facebook, Twitter and YouTube to keep riders connected to the transit community.
  • New website adheres to American with Disabilities Act and Web Content Accessibility Guidelines (WCAG 2.0) and provides improved functionality to make information more accessible to individual with disabilities.
  • Enhanced features and functionality for contractors and vendors wishing to do business with HART.

Last month, the old HART website received more than 5.2 million hits, with more than 192,000 "unique hits" during the month.

The new website was developed with the assistance of PAVLOV Agency, headquartered out of Fort Worth, Texas in concert with the HART Marketing Service Department.

HART Ridership Continues Record Trend


62 consecutive months of over a 1 million trips on HART!
The numbers are in, and HART had a big month for ridership in April, including another month of more than a million trips on HART bus service. The increase continues to be evident in our daily ridership; April 14 saw the greatest daily ridership throughout the month with 53,103 bus trips.

A total of 1,255,932 trips were taken last month, which marks the 62nd consecutive month of serving more than 1 million bus rides; February 2010 was the last month with under 1 million rides. This continues a strong upward ridership trend for HART, with a fifth straight year of record ridership. We've set annual ridership records in 10 of the past 11 years.

"We are extremely pleased that more people are taking advantage of the affordable cost and convenience of our service," said HART Chief Executive Officer Katharine Eagan. "We look forward to these new customers becoming regular riders as they continue to discover all the great benefits of taking transit."

11 days exceeded 50,000 riders

The TECO Line Streetcar System saw an increase of two percent for April and is up four percent for FY2015.

For the month of April, HART logged 20,752 bicycle boardings; an increase of 2.6 percent compared to last year.

HARTFlex ridership was up 3.1 percent from April 2014 and up 6.3 percent for the year.

Year-to-date (FY2014 vs. FY2015), bus ridership is up 2.6 percent; an increase of 230,681 trips compared to the same period last year. Recent statistics from the American Public Transportation Association's (APTA) Transit Savings Report indicate that the average annual savings for public transit riders was $9,394. Individuals who ride public transportation instead of driving can also save, on average, more than $783 a month.

These savings are based on the cost of commuting by public transportation compared to the cost of owning and driving a vehicle, which in this APTA Transit Saving Report includes the April 27, 2015 average national gas price ($2.54 per gallon- reported by AAA), and the national unreserved monthly parking rate numbers.
