HART to Implement Service Changes June 7

HART will implement service changes on Sunday, June 7, 2026, to improve frequency on a high-ridership route, support better on-time performance, and enhance the customer experience.

These changes are the result of HART’s year-long Comprehensive Operational Analysis (COA), which reviewed the transit system based on current market conditions and input from customers, employees, and stakeholders.

Frequency Improvements

Route 38 – Mango/Brandon
Route 38 will now operate every 30 minutes on weekdays.

Schedules Changes

Schedule adjustments will be made to Routes
5, 7, 8, 9, 12, 30, 33, 37, 38, 45, 46, 48, and 360LX.

Route 46 – Brandon Blvd.
The last westbound trip, previously scheduled at 10:45 p.m. to Brandon Mall, will be removed on weekdays and weekends. The last westbound trip will now be 9:51 p.m. There are no routing changes.

Route 360LX – Brandon/South Tampa
Route 360LX will begin service one hour earlier on weekdays. The first westbound trip from J.C. Handly Park Park-n-Ride will depart at 5:15 a.m. There are no routing changes.

Service Elimination

Routes 24LX and 25LX will no longer be in service. Customers may use Route 360LX as an alternative from J.C. Handly Park-n-Ride to Downtown Tampa and MacDill Air Force Base, with weekday service approximately every hour from 5:15 a.m. to 10 p.m. Enterprise Vanpool is also available.

Note: Route 24LX and 25LX bus stops with white bags will remain in service until Sunday, June 7, 2026.

Route 24LX/25LX & 360LX map

HARTFlex South County will no longer be in service. Eligible customers may use Sunshine Line, a Hillsborough County door-to-door transportation service for seniors, people with disabilities, and low-income residents who do not have other transportation options.

Note: HARTFlex South County bus stops with white bags will remain in service until Sunday, June 7, 2026.

Resources from the elimination of Routes 24LX, 25LX, and HARTFlex South County will be reinvested to improve weekday frequency on Route 38, which serves Mango and Brandon, increasing service from hourly to every 30 minutes.

HART is also evaluating opportunities to apply these resources to additional improvements in future service changes.

Routing Changes

Route 5 – 40th St. and Route 12 – 22nd St. will turn left from Palm Avenue to 22nd Street for northbound trips in Ybor City.

HART Awarded $32 Million FTA Grant for CNG Buses

Historic News for HART!

We’re proud to announce that HART has been awarded $32 million through the FTA’s Low or No Emission and Bus & Bus Facilities Program — the largest federal grant in HART’s history, the largest in Florida, and one of the top awards in the entire nation this funding cycle.

This investment will allow us to:

  • Replace 33 aging diesel buses averaging 688,000 miles — well beyond their useful life
  • Reduce annual maintenance costs by over $1 million
  • Improve reliability, on-time performance, and reduce service interruptions
  • Cut harmful emissions across Hillsborough County
  • Expand technician training and apprenticeship programs to strengthen our workforce

With this award, HART is now positioned to become Florida’s first transit agency with a 100% low-emission CNG fixed-route fleet — a major milestone in our Fleet Transition Plan and a big step toward cleaner, more reliable mobility for our community.

This isn’t just an investment in buses. It’s an investment in our riders, our employees, and the future of transportation in Hillsborough County.

--------------------------------------------

Statement from HART CEO Scott Drainville

“Today’s announcement represents a major step forward for reliable transit in Hillsborough County. This investment will help us improve service for riders, reduce costly breakdowns, strengthen our workforce pipeline, and continue transitioning our fleet to cleaner, low-emission technology.

We are profoundly grateful to the more than two dozen partners who stood with us—elected leaders, community advocates, educational institutions, businesses, and industry. Their voices made clear that modern, reliable transit is essential to our region’s growth.”

Statement from Congresswoman Kathy Castor

“This grant is a big win for our Tampa Bay neighbors. Reliable, accessible transit is essential to a healthy local economy—helping people get to work, school, medical care, and the grocery store without added stress,” said Rep. Kathy Castor. “With these new investments to modernize HART’s fleet and expand mobility options, we’re opening the door to more job opportunities, supporting local businesses and ensuring families across Hillsborough County can move around safely and affordably. I’m proud to help secure these federal resources so every neighbor—regardless of zip code—has the freedom to move, connect and thrive in our community.”

Statement from Congresswoman Laurel Lee

“This federal investment is a significant step forward for transit in Hillsborough County. With the addition of 33 new CNG buses, HART will be able to improve reliability, lower operating costs, and better serve the riders who depend on these routes every day. I was proud to support HART’s application and am grateful to Secretary Duffy and Administrator Molinaro for prioritizing this project. These upgrades will make a real difference for families, workers, and students across our community.”

Statement from HART Chair/Councilman Luis Viera

“This $32 million grant for HART is a huge leap forward thanks to our federal partners. HART provides such a pivotal lifeline for our working families – our seniors, those with disabilities, our veterans and so many others. I am so thankful for the work ethic, tenacity and determination of our Congresswoman Kathy Castor, who always champions transit. This grant allows us to move forward in a manner that is productive and is consistent with sustainability.”

HART Launches Customer Survey to Evaluate Transit Network

HART is asking for public input as it launches a Comprehensive Operational Analysis (COA) — a full review of the HART transit network aimed at improving service based on how, when, and where people travel.

The COA will help HART better understand current community travel patterns, identify where service is most needed, and determine how to provide a more reliable and efficient transit experience. This is HART’s first systemwide review in several years, and community participation is critical to its success.

Riders and community members are encouraged to take a short survey by Sunday, May 25, 2025. As a thank you, participants will be entered into a drawing for a $150 gift card.

“The Comprehensive Operational Analysis is an important check-in to see how well HART is currently serving our community,” said Sean McCarthy, HART Chief Operations Officer. “We want to ensure our transit system reflects the real needs of the people who rely on it daily. Your feedback is essential to helping us improve efficiency and shape the future of service in Hillsborough County.”

The survey is quick and easy to complete and is available in both English and Spanish. Community input will directly inform recommendations for potential service changes, network improvements, and long-term planning.

-----------------------------------------

Fee or Free? HART Invites Public Feedback on TECO Line Streetcar Fare Reinstatement

With the funding grant for fare-free service coming to an end, HART - as operator of the TECO Line Streetcar - may need to reinstate fares by January 5, 2025. This discussion comes after the expiration of several Florida Department of Transportation (FDOT) grants and partnerships, like the City of Tampa, Tampa Community Redevelopment Agencies (CRAs), and the Tampa Downtown Partnership, that previously covered customer fares.

The five-year FDOT streetcar service agreement of $2.3 million annually expired in 2023. FDOT had agreed to provide an additional 12 months of funding through 2024, totaling $700,000, with a matching contribution from the City of Tampa. This funding is critical to maintaining and improving the streetcar service, a vital component of our public transportation network.

Take our quick survey to submit your feedback.

Impact of Friday Evening Storm on HART Facility

Following a severe weather event that recently went through our area Friday evening, HART faced significant challenges in ensuring the continuity of transit services for several hours. The HART Transit Operations Facility lost all power, which included vital infrastructure such as the generator, radio tower communications and data-center information systems.

Emergency work on HART's main generator
The effects of these high-impact, pop-up weather events underscore the urgent need for support to harden our transit operations infrastructure. To address these challenges effectively, HART is actively pursuing a US Department of Transportation (US DOT) RAISE Grant, requesting $23.4 million. This grant is crucial for HART to begin addressing our facility needs and improve the resilience of infrastructure for current and future weather and climate risks.

"We are at a critical juncture in maintaining the operational readiness of our transit services when strong-impact storms affect our Operations & Heavy Maintenance Facility," said Kemly Jimenez Green, HART Director of Communications. The support from a US DOT RAISE Grant will play a pivotal role addressing infrastructure and bolstering our resilience against future disruptions."

HART’s RAISE grant application (The Project) seeks funding specifically for the first phase of the site remediation and modernization, which will be followed by the demolition and rebuilding of the 45-year-old heavy maintenance facility. The Project will improve the safety of the traveling public through improved routine maintenance of the buses as well as safer facilities for HART staff. The Project will address environmental sustainability through the provision of nature-based solutions for stormwater remediation and improving resilience of infrastructure for current and future weather and climate risks.

HART has remained committed to providing reliable transit services to our community despite these challenges. Thanks to highly skilled Controllers, Transit Supervisors, Bus Operators, and Paratransit Drivers – HART continued to deliver service out on the roads –avoiding any systemic customer disruptions Friday evening.

HART values the ongoing support and collaboration of our community partners and stakeholders, especially Tampa Electric for restoring power to HART as quickly as possible. This allowed HART to service and maintain vehicles overnight and resume transit operations this morning for all our customers.

HART April 14 Service Changes are Postponed to May 12, 2024

HART service changes postponed to May 12, 2024

UPDATE:

The HART Service Changes previously scheduled for April 14, 2024, are postponed to May 12, 2024, due to unforeseen technology issues.

HART staff have encountered issues with our Computer-Aided Dispatch / Automatic Vehicle Location (CAD/AVL) system that have led to the need to delay the implementation of adjustments to our service routes and schedules. The CAD/AVL software has reached the end of its useful life and HART is currently in the procurement process for a new system.

The issue primarily impacts our Google Transit Feed Specification (GTFS) data, which involves real-time travel information.

To ensure a smooth transition and to provide you with the high-quality service you expect from HART, we have rescheduled the service changes to take effect on May 12, 2024.

Please be assured that we are working diligently to resolve the technology issues and minimize any further delays.

Customers can contact Customer Service at 813-254-4278 with any questions.
