HART Awarded $32 Million FTA Grant for CNG Buses

Historic News for HART!

We’re proud to announce that HART has been awarded $32 million through the FTA’s Low or No Emission and Bus & Bus Facilities Program — the largest federal grant in HART’s history, the largest in Florida, and one of the top awards in the entire nation this funding cycle.

This investment will allow us to:

  • Replace 33 aging diesel buses averaging 688,000 miles — well beyond their useful life
  • Reduce annual maintenance costs by over $1 million
  • Improve reliability, on-time performance, and reduce service interruptions
  • Cut harmful emissions across Hillsborough County
  • Expand technician training and apprenticeship programs to strengthen our workforce

With this award, HART is now positioned to become Florida’s first transit agency with a 100% low-emission CNG fixed-route fleet — a major milestone in our Fleet Transition Plan and a big step toward cleaner, more reliable mobility for our community.

This isn’t just an investment in buses. It’s an investment in our riders, our employees, and the future of transportation in Hillsborough County.

--------------------------------------------

Statement from HART CEO Scott Drainville

“Today’s announcement represents a major step forward for reliable transit in Hillsborough County. This investment will help us improve service for riders, reduce costly breakdowns, strengthen our workforce pipeline, and continue transitioning our fleet to cleaner, low-emission technology.

We are profoundly grateful to the more than two dozen partners who stood with us—elected leaders, community advocates, educational institutions, businesses, and industry. Their voices made clear that modern, reliable transit is essential to our region’s growth.”

Statement from Congresswoman Kathy Castor

“This grant is a big win for our Tampa Bay neighbors. Reliable, accessible transit is essential to a healthy local economy—helping people get to work, school, medical care, and the grocery store without added stress,” said Rep. Kathy Castor. “With these new investments to modernize HART’s fleet and expand mobility options, we’re opening the door to more job opportunities, supporting local businesses and ensuring families across Hillsborough County can move around safely and affordably. I’m proud to help secure these federal resources so every neighbor—regardless of zip code—has the freedom to move, connect and thrive in our community.”

Statement from Congresswoman Laurel Lee

“This federal investment is a significant step forward for transit in Hillsborough County. With the addition of 33 new CNG buses, HART will be able to improve reliability, lower operating costs, and better serve the riders who depend on these routes every day. I was proud to support HART’s application and am grateful to Secretary Duffy and Administrator Molinaro for prioritizing this project. These upgrades will make a real difference for families, workers, and students across our community.”

Statement from HART Chair/Councilman Luis Viera

“This $32 million grant for HART is a huge leap forward thanks to our federal partners. HART provides such a pivotal lifeline for our working families – our seniors, those with disabilities, our veterans and so many others. I am so thankful for the work ethic, tenacity and determination of our Congresswoman Kathy Castor, who always champions transit. This grant allows us to move forward in a manner that is productive and is consistent with sustainability.”

The ultimate goal will be to provide the ability for point-to-point trips within the zone!

Celebrate National Bike Month with Bikes on Buses!

All HART buses and vans feature bike racks!

May is National Bike Month and HART makes connecting to the bus by riding a bike a breeze!

Discover how easy (and quick!) it is to Bike & Bus. HART has bike racks on every bus and van so you can experience the ease of riding HART with your bike year-round. National Bike Month is a great opportunity to give it a try!

At HART, we're dedicated to getting our riders to their destination as quickly and efficiently as possible. We see bikes as complementary to our service and that's why we added racks to our buses over 20 years ago. More recently, bike racks have also been added to all of our HARTFlex vans.

Need a bike for just the first or last mile of your trip? Coast Bike Share stations are set up at a number of HART locations, including Marion Transit Center, and Dick Greco Plaza Station.

Have a folding bike? HART also permits them in carrying bags aboard all HART buses and HARTFlex vans. Users of bicycles with larger wheels should continue using the bicycle rack. Each HART bus and HARTFlex van accommodates two bicycles. Only single-seat, two-wheel bicycles are permitted on buses; no tandems or three-wheelers.

Heading to Pinellas County? The Bikes on Buses program also enables riders to take their bikes with them and transfer from a HART bus to the PSTA network without a special permit.
Four easy steps to loading your bike on a HART bus

Bike-friendly transit provides customers with quicker commutes and additional commuting options.

Customers might not view a 30-mile round trip bike ride to downtown as an attractive commute. However, pair a quick 1-2 mile bike ride with a HART route to pick up the majority of the miles and you have some serious pedal power.

Cycling HART riders (almost 20,000 monthly trips) find that bikes not only speed up their commutes but also provide them greater exercise, ground coverage, and route options.

Want to learn the ropes of cycling around town? Find a "bike buddy"! TBARTA helps match cycling commuters together.

It's ELECTRIC ⚡: HART Awarded $2.7 Million for Electric Buses

Proterra, Inc. held an electric bus demonstration in downtown Tampa in 2018

HART has been awarded a $2.7 million Bus and Bus Facilities grant from the Federal Transit Administration (FTA). This federal funding will allow HART to purchase up to four electric buses and supporting infrastructure to help further reduce the organization's carbon footprint.

As part of the grant award, TECO is has committed to working with HART to provide 50% of HART’s match for infrastructure to ensure the project is successful as a participant in this funding opportunity.

“HART will continue to seek opportunities to enhance our ability to improve access, mobility, and reliable, safe transportation for the patrons who depend upon our service. In these unprecedented times, it is even more important to deliver innovative transportation options, reduce the carbon footprint and make improvements to our fleet,” said ICEO Carolyn House Stewart. “Again, we offer our sincerest thanks to you, Congresswoman Kathy Castor, the entire Congressional Delegation, and TECO Energy for your leadership, support and partnership.”

HART has been working to replace its diesel engine buses as part of a mission to reduce air pollution in the greater Tampa Bay region.

Battery Electric Buses are known for zero-emission, quiet operation and better acceleration for a more comfortable ride.

Since 2016, HART has reduced its carbon footprint over 22% primarily by shifting from diesel to Compressed Natural Gas Vehicles. Hart will continue to reduce its inventory of diesel-fueled vehicles over the next few years by transitioning to electric buses as funding such as this becomes available.

“I am very grateful to Congresswoman Kathy Castor, and to HART staff, for all their hard work to secure this funding for HART. This grant couldn’t have come at a more advantageous time. Switching to a new technology will create more skilled jobs — right here in our community. Reducing our carbon footprint is very important to the future of the Tampa Bay area. And these new zero-emission electric buses will make our air cleaner — and that makes a big difference in the quality of life for so many in our community — whether they ride the bus or not. When we roll out these buses, I know our riders will be proud to say that they have one of the cleanest commutes in Hillsborough County,” said HART Board Chair Mariella Smith.

“I am pleased that the Federal Transit Administration has awarded funds to the Hillsborough Area Regional Transit Authority (HART),” said U.S. Senator Marco Rubio (FL). “The services provided by HART are essential to the everyday lives of many in the Hillsborough community, and this grant will greatly improve those services and lessen their impact on the local environment.”

HART is fortunate to have strong partners within its Congressional Delegation and is grateful for their unwavering support.

Ride HART FREE on Earth Day!

Public transportation takes cars (and their pollution) off the road!
The ultimate green initiative is public transportation!

Consider yourself environmentally conscious? Have energy-efficient light bulbs, low-flow shower-heads, and recycle bins in your house, but then drive a gas guzzler to work? There is still work to be done! Use Earth Day as a chance to give the ultimate green initiative a try - public transportation! You just might find out how easy it is to go on a car-free diet.

According to APTA, public transportation reduces energy consumption to the tune of 4.2 billion gallons of gas a year, or the equivalent to 320 million cars filling up - 900,000 times a day. A household's biggest carbon footprint contributor is their car. One person switching their 20-mile commute to public transportation can also reduce their carbon footprint by 4,800 pounds of CO2 annually. CO2, or carbon dioxide emissions have been linked to global climate change.

I Ride with HART: Erma Jackson

Ms. Erma Jackson and a HART operator
HART carries thousands of passengers every week around Hillsborough County, and within all of those rides are countless stories to tell. Every month, HART will share our customers' accounts and what makes HART a significant part of our community.

"We want to thank everyone like Ms. Jackson, who took the time to share with us how important the transit system is to their daily lives," said HART Interim CEO Jeff Seward.

"These stories illustrate what an important role public transportation plays in taking people to work, school, medical appointments, grocery shopping, and so much more."

See how HART is making a difference in our customers' everyday lives.

For Ms. Erma Jackson, a HART bus keeps her connected to everything that is going on around her.

The bus stop near her ENCORE! Apartment building helps Ms. Jackson enjoy an active lifestyle. She depends on HART to take her to church, the grocery store, medical appointments, favorite restaurants and to see family and friends. Look for her on routes 1, 5, 9 12, 30 and MetroRapid. HART is her lifeline to the outside world.

"My gosh, I go everywhere. I take the bus to all of my appointments and shopping and anywhere I want to go," said Ms. Jackson. "It's been enjoyable. I meet lots of people, and I know a lot of the HART Bus drivers."

For more than 38 years, rain or shine, Ms. Jackson has relied on HART to take her all over the Tampa Bay area. Today, at the sweet age of 72 years young, Ms. Jackson encourages her friends and quite honestly everyone she meets to take a ride on a HART bus. Anyone that knows her Lately, she's been riding the bus for hours with a friend who suffered a stroke. They hop on a HART bus enjoy the sights and then stop somewhere to eat. Riding on the bus and meeting people has helped her friend in his recovery, she said.

Ms. Jackson also rides HART because it is the best financial choice for getting everywhere she needs to go. She truly appreciates the senior discount, since she lives on a modest income.

OneBusAway Tampa app provides comfort when traveling
When the OneBusAway Tampa application was released, Ms. Jackson was thrilled. She had just gotten a smartphone and had attended a OneBusAway outreach event where HART staff was educating customers about the new application. She admits at first, it was hard to understand, but now it has become her trusted tool.

The OneBusAway app has been the perfect addition to her transit journey. She says for her, the best thing about the app is that it gives her a sense of comfort. She knows when the bus will be arriving, and it has always been accurate for her.

Ms. Jackson enjoys the community feel to public transit. "You see different people every day, a different group of people every day," along with familiar faces she has come to know on a first-name basis. "Public transportation gets you out of your bubble."

She is grateful to have reliable transportation. Transit gives her independence and that is why she rides with HART.

Bus Stops as Building Blocks: HART's Basic Transit Infrastructure Program

The HART BTI Program is HART's most visible infrastructure!
A bus stop is just a bus stop, right? Just a pole in the ground. Some stops have a shelter, others don't, some are green, and some are black. What’s the big deal?

At HART, we recognize that a bus stop isn't just a bus stop. It is a place where valued customers board and alight vehicles transporting them to important destinations such as work, school, medical appointments, child care and more. Which means, most patrons begin their commute at one of our stops. People depend on us!  Consequently, it is our responsibility to ensure the infrastructure of HART bus stops improve the customer experience, as much as possible.

Which leads us to the HART Basic Transit Infrastructure (BTI) program.

With roughly 3,200 HART stops throughout Hillsborough County, the BTI program is HART's most "visible" infrastructure. The BTI program consists not only of stops and shelters, but also bus bays, crosswalks, landing pads, and more.

Of the 2,150 stops, 639 (30% coverage) of those have shelters.

Let's compare that with our regional peers:
  • Charlotte Area Transit Authority (CATS) - 3,300 stops; 310 shelters (10% coverage)
  • Fort Worth Transit Authority (The T) - 1,794 stops; 76 shelters (4% coverage)
  • Pinellas Suncoast Transit Authority (PSTA) - 4,822 bus stops; 650 shelters (14% coverage)
HART is outpacing our regional peers, and we plan to continue to pursue funding for additional infrastructure.

How did we get here? Let's take a look at how the BTI program is funded.

HART works in collaboration with local jurisdictions, developers and private property owners to engage in cost sharing opportunities or establish right-of-way easements for placement of transit infrastructure. An example of this is when residential or entertainment venues are built, HART receives "impact fees" to help mitigate the traffic that arises from the new development. This funding must be spent in the location it was received. The BTI program also receives 1% of HART's discretionary grant funding.

In addition to developer fees and grants, HART partners with Signal Outdoor Advertising to build and maintain shelters, in exchange for ad placements at the stops. It is through this revolutionary (at the time) public-private partnership, that HART has been able to build out so many shelters.

Bus Stop Audit

While we are proud of our shelter coverage, we can always improve.
In 2008, HART conducted a "Bus Stop Study," essentially auditing all stops within the HART system. From this study, forged the effort to bring our grandfathered-in stops to meet the Americans with Disabilities Act (ADA).

Roughly 10 years later, HART is looking to conduct another audit of our stops. This time around, the study will focus on reviewing the conditions of our shelters (including ADA-accessibility, possibly moving stops, and improving stop GPS location accuracy for Google Maps, OneBusAway, etc.
Think your HART stop warrants a shelter? Fill out this online form to have your stop evaluated.

Mission MAX

Following the robust redesign of the HART network, a number of non-service stops and shelters are still in place. HART and Signal are aware of these stops and are working towards finding new homes for current shelters and scrapping ones that have passed their useful life (10 years).

Maintenance

Continued maintenance (pressure washing shelters, removing trash and debris, and more) is an important part of the rider experience, especially with hundreds of patrons visiting shelters daily. However, with a service area the size of Rhode Island, and a team of less than 10, stop maintenance is a challenge and HART is working with its partners to implement service improvements.

We are working industriously to improve!

Signal Outdoor, HART’s partner in shelter maintenance, is hiring another full-time employee to improve the visual appeal of MetroRapid stations. HART is also increasing supervisor patrols to identify shelters requiring immediate support.

Despite our efforts, we need the help of our community partners!  If you see a stop or shelter in need of a little TLC, please don't hesitate to tweet us, send us a message on Facebook, or email CustomerService@goHART.org. We need your eyes on the ground!

National Infrastructure Week

The week of May 14th is National Infrastructure Week. Throughout the week, agencies, from airports and seaports, to transit agencies and utility organizations, are highlighting the importance of supporting our nation's infrastructure.

Without crucial state and federal funding, HART would face an even greater challenge to keep our riders protected from the elements and ultimately, to keep our community moving.

Something to think about the next time you visit a HART bus stop!
