HART Board Selects Benjamin Limmer as New CEO

The HART Board of Directors today voted unanimously to name Benjamin Limmer, AICP, as the Authority's new chief executive officer.  During the regular HART Board of Directors meeting today the Board authorized HART general counsel to begin contract negotiations with Limmer who is currently the Assistant General Manager for the Metropolitan Atlanta Rapid Transit Authority (MARTA).

"Benjamin Limmer will bring the experience this County needs to expand service for our fast-growing area," said HART Board Chair Commissioner Lesley "Les" Miller. "Increasing mobility in our County is our basis for a prosperous and sustainable future. Today, we welcome a seasoned transit professional with more than 15 years of experience." 

"We were impressed with his expertise, industry knowledge, and proven leadership," said HART Board Secretary Tampa Councilman Mike Suarez. "The Board is confident he shares our commitment to ensuring HART is providing excellent service to its customers and will take an innovative and collaborative approach to lead the organization."
 
Limmer is a Michigan native who currently serves as the assistant general manager at the MARTA. In addition to his role as the primary advisor to the Authority's GM/CEO on strategic initiatives, development of expansion and service plans, and monitoring of the Authority's overall performance. Limmer leads a team of 200 employees in the areas of MARTA's customer service, external affairs, marketing, policy, planning, and business development. MARTA is the 8th largest transit system in the US.

Before joining MARTA, Limmer held transit leadership positions at the Atlanta BeltLine, Inc. and the City of Atlanta, Valley Metro in Phoenix, Arizona and the Regional Transit Authority in Cleveland, Ohio.

Limmer has been recognized as one of Mass Transit Magazine's "40 Under 40." He was also the recipient of the Women's Transportation Seminar, Honorable Ray LaHood "Man of the Year" Award.

HART participated in a rigorous search process to ensure the Authority found the best possible leader to take it forward. Executive search firm Krauthamer & Associates aided HART starting in early November when the Hillsborough County voters approved a 1-cent sales tax for transportation improvements on November 6, 2018.

Limmer replaces interim CEO Jeff Seward who has been serving for well over a year since former CEO Katharine Eagan left the agency to lead the Port Authority of Allegheny County, Pittsburgh area's transit agency.

The board of directors expressed thanks to all of the candidates who were part of the process and who brought a wealth of talent for the board to consider.

January HART Board Recap: Officers Confirmed, Streetcar Study

The HART Board of Directors approved the 2015 slate of officers at its regular monthly meeting held on January 5, 2015.

The Nominating Committee met in December to select a slate of officers and committee appointments to be voted on by the full Board. On Monday, the Board confirmed most of the nominating committee's selections, naming Tampa City Councilman Mike Suarez for a second full term as Chair. During the interactive voting process of HART Officers, Director Karen Jaroch was nominated as HART Board Vice Chair and Commissioner Sandra Murman as HART Board Secretary. Both were approved and confirmed by the HART Board of Directors.

In addition, Chairman Councilman Suarez created an Ad-Hoc HART Board bylaws committee that would meet to review HART Rule of Procedures and Committee structure and schedule.  

Also on the agenda, HART Board approved a motion updating the HART Environmental Policy to ensure full compliance with
International Organization for Standardization (IOS) and to reaffirm the agency's commitment to pollution prevention.

During the meeting, Steve Schukraft, AICP, of HDR Inc., offered a presentation of results from the analysis of an extension of the Streetcar system via various corridors including the Marion Transitway to the Marion Transit Center, as well as scenarios for fleet upgrades. The study explores the potential benefits of creating a modern streetcar extension through the heart of downtown Tampa to the Marion Transit Center. After the presentation several HART Board of Directors discussed HART taking a greater leadership role in the streetcar expansion.        
 
In other matters, the HART Board approved the final Chief Executive Officer's employment agreement.

The HART Regular Board of Directors will take place Monday, February 2, 2015 at 9:00 a.m. at the HART Ybor Office, 1201. E. 7th Ave., in Tampa.

HART Unveils Streetcar Modernization and Expansion Study



Tampa St./Florida Ave. is one alignment that was studied.
On Wednesday, December 17, the Tampa Historic Streetcar Board of Directors received the final Tampa Historic Streetcar Extension Study, undertaken by HART to explore the potential benefits of creating a modern streetcar extension through the heart of downtown Tampa to the Marion Transit Center. Those dynamic benefits would greatly complement the project proposed by Tampa Bay Lightning owner Jeff Vinik, and Strategic Property Partners LLC.

HART Board Chair, Councilman Mike Suarez, echoed the sentiment of Mr. Vinik, who stated that his development company Strategic Property Partners LLC are looking to take a leadership role in creating a more robust transportation system in downtown, including an improved streetcar system and enhanced bus service. "HART is excited to be an active partner in the revitalization in the Channelside District," Suarez said, "and it gives me great pride that the TECO Streetcar System is part of Mr. Vinik's vision plan for bringing improved transportation services to the community along with improved access to jobs and economic investment in this corridor."
HART remains committed to innovation for the benefit of the communities it serves including economic, social, and environmentally responsible technological improvements. The Tampa Historic Streetcar Extension Study represents the latest in a long history of leading initiatives HART has undertaken as a transit leader in Tampa as well as the entire state of Florida and the nation as a whole.

Click here to download a copy of the final study. As a note, the Streetcar Modernization and Expansion Study focused specifically on possible extension alignments directly/indirectly serving Marion Transit Center. This does not rule out future extensions serving other areas.

Councilman Mike Suarez Elected as HART Board Chair

During its regular meeting today, the HART Board elected Councilman Mike Suarez as Chair, Steve Polzin, PhD, was re-elected Vice Chairman and Temple Terrace Councilman Eddie Vance as Secretary of the HART Board of Directors for 2014.      

"It is a great privilege to be elected as HART Board Chairman and continue working alongside the dedicated Board members to serve our customers, employees and the community." Said Chairman Councilman Mike Suarez after the vote. "I look forward to working together to operate a safe, reliable, efficient and fiscally sound transit system that contributes to the economic success and quality of life of this region and Hillsborough County."
Councilman Suarez has been a Board member since April 2011 and has served as HART Board Secretary since 2012. Councilman Suarez is a third generation resident of Tampa, with deep roots in West Tampa. 

He has provided service to many government and non-profit agencies, including his current term as District 1 At-Large Tampa City Council, President of the Guardian Ad Litem Guild (renamed Voices for Children), served on the subcommittee for Urban Enterprises Initiatives and was Chairman of the Water Resource subcommittee for the Greater Tampa Chamber of Commerce. He has also been a Board Member and past President of the Insurance Agents of Greater Tampa, a Board member of the Centro Asturiano de Tampa and a Board member of the Macfarlane Park PTA. 

Councilman Suarez has been married for 20 years to Laura Ankenbruck and they have three sons, Vincent, Anthony and Nicholas.    

The HART Board is responsible for setting policy and making decisions for the Authority on matters ranging from system operations, service planning, fare structure, finance, customer service, and is made up of 13 volunteers who are appointed to represent Hillsborough County (seven seats), City of Tampa (three seats), State of Florida (two seats) and City of Temple Terrace (one seat). Officers of the HART Board (chair, vice chair and secretary) are elected every year.
